Can I download private snaps or a friend's story?

No. They are not available on the web, so no tool can reach them, and they are not yours to download.

How do I recover my Memories?

Memories are in your account, not on the web. Snapchat lets you export them from Settings, under My Data.

Is anyone notified when I download?

No. The public link is read like any visitor of the website would read it.
